In that they are the research institute? Neurons firing is thinking. I mean I think I can see the point (just because we understand how the basis of thought occurs doesn't mean we understand thought yeah? - although Kevin Warwick might someday prove it's actually all that complicated mind you.) but the wording grates for some reason...

A thought happens as patterns of neurons firing, but it's no more the same as it as a movie is dots of light hitting a screen. There's a difference between A being made of B and A being the same as B.

There's a nice quote that fits this:

We have got a handful of us off Earth, though maybe it doesn't count if they're still within Earth's orbit.

it doesn't count if they're not in a viable situation for perpetuating the species. which as well as somewhere nicer to live than a tin can with limited supplies, probably requires more genetic diversity than the 6 people (ims) the ISS can hold.
