Bush attempts to pass legislation giving himself retroactive immunity for breaking the Geneva Convention:

The bill mentioned in the video was passed in 2006, although there are some who think it may be ruled unconstitutional if challenged in the Supreme Court. A decision is currently pending.

It is the Military Commissions Act 2006, which was passed after the Supreme Court ruled against Donald Rumsfeld, and decided that the Geneva Convention did apply to the War on Terror.
