I suspect someone's hit a big switch they shouldn't have done.

Significant chunks of the net seem to be down - my blog is out, as are many other sites I've tried to visit.

lj went down for me for quite a while too. For me, it's customary practice just to blame the suffolk internet connection, but, who knows - it might have been higher up the food chain!
