The fact that the professional classes here in Germany are quite likely to rent is almost certianly why rental law here is MUCH more renter-friendly.

(Although them being better almost certainly means more people are happy to rent too.)

A straightforward way to address any perceived societal problems arising from the public/private split might be to forbid UK citizens to go to private schools, and let them serve foreigners only.
