2. I have it on good authority that San Francisco for one has been plagued by driverless cars going around and around and around on quiet residential blocks during the wee hours (and believe me, there are a lot of quiet residential blocks in SF where absolutely nothing happens at night, not even a raccoon), in order to rack up "accident-free" miles on the odometer. The creepiness and low level noise of having a strange car go by one's home repeatedly all night long for night after night are annoying and stressful.

2) It's been said before and needs to be said again: it doesn't matter if 90% (or whatever) of the time a self-driving car does better than human drivers if the other 10% (or 1%, or even 0.1%) it does something truly abysmally awful. I don't know about Waymo in particular, but the cars banned in San Francisco certainly fell in that category.
