I wrote a longer answer and then deleted it because it was too rambling. I agree 100% that referendums are not a good way to policy decisions. But I don't think we hold them because people want the best policy decision and think that this time a referendum is the best way to get it. Rather, it's more like, people massively disagree about an emotive question that doesn't especially correlate with the election of government parties, and the government reasonably only wants to proceed if there's a CLEAR determination for it. Or the reverse, the government wants to avoid the responsibility, or to pretend they have a mandate when they don't.

Pet peeve: using 'Holland' to mean the whole of the Netherlands. Holland is not even the largest part of the Netherlands, and most Dutch people are not Hollanders.

I hope that the legislation will bear in mind that the swastika is a very commonly used symbol for Buddhists, and to a lesser extent for Jains and Hindus. Given the number of Asians in Australia, this should not be forgotten just because of cultural appropriation by a few gangs of ethnoradical losers.
