1. Yeah, that's absolutely dirty pool, playing those kinds of fiscal games with other people's lives. And I don't even have the assurance that my own country of Canada won't be doing that same sort of fiscally-justified crime.

2. Well, if it works, it works. I'm not going to complain about that tactic, so long as the vaccination targets get met.
