Anyone identify this large black bird? (Normal sized duck for scale)

Edit: opinion on Facebook is that it's a Cormorant.

Probably a cormorant but might be a shag.

Not heron length. But reasonably long.

Cormorant or shag but I can't be sure because the beak isn't really clear enough to tell.
