The home office gave me a dreadful time back in the day. I won't go into detail but they left me in a damaged heap for months at a time when I had enough emotional baggage to deal with.

It disadvantages citizens not to have a proper national identification system, especially a digital one backed up by a physical document. It really helps efficiency, not just with citizenship issues, but with taxes, access to public services, access to medical records etc etc. The UK, US and Australia are the main rich countries I know of that still don't have one. I'm not sure why this is; no-one has ever given me a solid explanation beyond 'custom and tradition'. The census is a fundamental government function, after all. It's not logistically impossible, since India did it very successfully for a billion people in a vast territory, many of them poor, dispersed in remote areas and speaking a very wide variety of languages.

That candle thing is fascinating! THough I suppose if it's that widespread there's no point in sharing the data with health authorities for tracking purposes...
