This anonymous report strikes me as either a complete fabrication ordered by 45 so he could denounce it and distract people from Woodward's upcoming book (45 had a history of pulling stunts exactly like this before he entered politics) or lies created by someone trying to frame someone else in the administration as being disloyal to 45. The odds of it being remotely accurate seem tiny.

"WE are the deep state" sure does a good job of justifying loyalty-based purges.
"Whoah, Not All Republicans: we were trying to sabotage his disastrous tendencies!" while allowing the ones they like to go unpunished.
I wouldn't be surprised to find out that this is a fabrication by one of the three-letter agencies he's pissed off, because it does quite a bit to further the goals of authoritarian conservativism at the same time as making him seem even more of a dumpster fire than he did already.
