What's the difference between a credit union and a building society?

Building Societies seem to have started off, in the UK, as similar to Credit Unions, but are nowadays much more impersonal and bank-like. Credit Unions tend to be local and supportive, more about a group of people coming together in a supportive manner.

What I meant was in terms of how they operate legally and financially -- couldn't one set up new, small building societies rather than have to change how credit unions work?
