You could divide it into physically and mentally disabled.

But deciding how to divide these things up is always a source of disagreement.

I would agree! I wouldn't say the roadblocks facing my students (I work with young people with dyslexia, autism, and other learning disabilities) are less or more than those facing persons with physical limitations, but they're definitely different. Critical thinking is everywhere, but so are stairs.

geography (ie Northern Canada)
