I assume the breasts one is a spoof, but are there simulations which have options for natural vs surgical bounce, or which have real world bounce and modify it in terms of what is desirable, in a manner analogous to the tweaking of realistic physics for driving games to make them more playable / fun?

Not that I know of. Sizes, yes - in RPGs that let you design your character. But not the physics. Mostly there's no bounce outside of games like DOA:Beach Volleyball.

There are a few "breast simulators" I've seen on the web... No links come to mind but I'm sure Googling it would work fine. The ones I've seen let you play with various parameters, but I've never seen any "real vs. implants" options.

It's quite gunny how a lot of the most photrealistic CG females have incredibly realistic fake looking breasts... To the point of them evem simulating the false look of the implant showing through the flesh. What the heck?
