One of the variations is rate of compliance with the rules, which I understand has been poor in the UK (at least partly because of poor support for the real economic cost of compliance).

A bit late to this discussion, but just wanted to note that "lifting restrictions" probably means different things in Melbourne vs UK.
At peak, Melb lockdown was: Only allowed outside of the house for one of the "four reasons" - 1 shopping trip by one person only, caring for someone, 1 hour of exercise, and work/study (but only if essential/couldn't be done from home), and all of the above restricted to within 5km of home (unless an exemption granted). Schools/childcare closed, restaurants closed, cinemas closed, weddings and funerals heavily restricted. No visits to anyone's house. Night-time curfew 8pm-6am or so.

"lifting" meant moving to: 2 hours of exercise allowed. One nominated visitor allowed for singles/single parents. Exercise up to 2 hours, still within 5km. Curfew was eased slightly - 9pm-5am. Schools, restaurants, cinemas etc were still closed. Workplaces were WFH where possible.

... have the restrictions in the UK been anywhere near that level at any point ?
