Not quite the same (the new ones wouldn't work through air pressure alone), but clearly they could get a low pressure tube up and running, at least for a while!

Not sure why it is a thing, a paying customer is a paying customer. It can't be perception of poverty and not being able to pay, as the rideshare platform ensures the driver gets paid.
