We need a change in the law to specify that historical agreements for residual payments or requirements for permission will only apply where money is being made from the exhibition of the material, either directly (e.g. DVD sales), as part of a subscription arrangement (including e.g. Netflix but not the TV licence) or by advertising.

They've already been paid for creating the work, and if no one else is making money from its exhibition I don't see why they should, given that they were paid for their own work.
