Will Facebook and Google be able to access your bank data?

The answer is yes, yes they will, as the article explains towards the end: almost certainly they will register as providers, and people will almost certainly give them permission to access their bank data. It won't be compulsory but I predict lots and lots of people will do it. Probably including me.

I had direct deposit on my last regular job, but I never let anybody have direct access to take money out of my bank account. Lots of bills come with an option for enabling automatic payment, but I ignore them. I only agreed to start using PayPal, which is now essential for certain types of purchases, once they added the option to funnel it to your credit card.

If I saw an instance of bullying, and moved to intervene, and then found out it had been staged in order to find out how many people would intervene, I would be extremely annoyed. To put it mildly.
