I'm fairly certain this is old news from before the 2006 election. I don't know if it passed or not - given the Republican controlled House and Senate, I can't imagine that it didn't.

It really doesn't supprise me. They've been passing bills like that in the states and uk for years.

The bill mentioned in the video was passed in 2006, although there are some who think it may be ruled unconstitutional if challenged in the Supreme Court. A decision is currently pending.

It is the Military Commissions Act 2006, which was passed after the Supreme Court ruled against Donald Rumsfeld, and decided that the Geneva Convention did apply to the War on Terror.
