When you get people that flagrantly ignore copyright, there's little you can do without legal recourse. Have you considered asking him to take it down and then contacting his ISP?
I've thought about it. I figured I'd have at least one more try to resolve this without threats. His explanation of why he isn't linking is clearly bollocks, but may conceivably be sincere:
'I had in mind linking each author to his homepage but found it a distraction, reasoning that anyone interested need merely google the name.'
