2. I have it on good authority that San Francisco for one has been plagued by driverless cars going around and around and around on quiet residential blocks during the wee hours (and believe me, there are a lot of quiet residential blocks in SF where absolutely nothing happens at night, not even a raccoon), in order to rack up "accident-free" miles on the odometer. The creepiness and low level noise of having a strange car go by one's home repeatedly all night long for night after night are annoying and stressful.
