I suspect there is only part of a story here though. As you know, I possess a GRC and it is not something I would ever need to carry or present as the possession of said GRC allowed me to change my birth certificate and on the rare occasions I (or anyone else) would need to present such a document (when we got wed for example) that's what I (or anyone else) would present. The only person that has ever seen that GRC is me, the people in the issuing government department and the folk who adjusted the BC.
It's possible things are done differently elsewhere in the world, but I would say that insisting on someone presenting a GRC and not allowing them to correct their BC would also be pretty appalling!

Brexit was intended to pave the way for this, among so much else going wrong in the UK nowadays, I suspect.
