Apparently the law said something like "fish, defined as wild fish, something, something, and invertebrates", so it does make sense that that could be interpreted as meaning either "seafood" or "all invertebrates". It apparently didn't try to say that fish WERE invertebrates, despite the headline .

Maybe that helps, because the article as written seems unaware that fish, as normally defined, aren't invertebrates.
