Apparently the law said something like "fish, defined as wild fish, something, something, and invertebrates", so it does make sense that that could be interpreted as meaning either "seafood" or "all invertebrates". It apparently didn't try to say that fish WERE invertebrates, despite the headline .

Happily, since there's no such thing as a fish, all these statements about fish are in fact statements about elements of the empty set, and hence vacuously true, no matter how confusing :-)

3. We need this kind of protection for all pollinating insects, including the bees. Beyond any doubt, or agriculture is in deep trouble.
