The French ban on very short-haul flights might only affect 5 existing routes.

Makes sense. You'd expect most train-supported routes wouldn't be worth flying on.
But it gives them a lowest level they can then ratchet if it works well.

I expect that is exactly the plan. Start at 2.5 hours, move to 3 in a few years time and so on.
