I think it's okay to complain about stuff that's annoyed you, so long as you are reasonably sure of your facts (ie that the parcel you were expecting was definitely held up because the post office lost it, not because your auntie forgot to post it) and so long as you don't get personally abusive in a public forum.
We've recently had a circular round at work pointing out that complaints from users are a good thing, because instead of just never using your product again they're offering you one last chance to get things right.
