ITV used to complain when the BBC got all the viewers for big events so they got no advertising revenue. So instead both show it because the BBC always shows these things anyway, without adverts and with Lineker in a suit.
Why it's still ongoing when ITV gets no ad revenue anyway I don't know.
So many people want to see it, that one channel alone might not have sufficient capacity. This way both channels can be watched at a level they can cope with, and everyone's happy.
