'The problem' is that there are some mothers-to-be who either don't know what 'in moderation' is (and oh! what a fluffy term that is anyway and it's different for each individual, et cetera, ad infinitum, ad nauseam) or whose idea of 'in moderation' is far, far removed from what scientists/doctors regard as 'in moderation'. So, it's easier for the government health machinery to lay out a blanket 'alcohol is bad m'kay' rule/guidance to _all_ mothers, creating an easy to understand and follow rule so that the few who really think 'alcopops don't count', etc don't have any excuse.
Something like that. I'll crawl away into a corner now.
