Is the "mass cosplay" image from round the back of Akihabara station, outside Yodobashi Camera? Looks like it.

Could well be. Sadly, as with most images passed around the internet, the provenance of this one is long gone, and my knowledge of Japan is sparse to say the least! I shall assume you're right!
