Having struggled with the problems of procrastination ever since I learned the meaning of that word -- more than seventy years, and counting -- I'm still uncertain whether "because I care" is a major reason, or just a plausible excuse. What has become clear is that "I won't start this until there's enough time to do it _right_ (i.e., perfectly)" doesn't produce acceptable results, and that "Make it good enough for now, as a stop-gap" is the only approach that even begins to work, for me.
So actually, MSPs' staff salaries have gone up, and MSPs' personal expenses haven't actually changed at all? Nice reporting on that for the headline-only readers...
