28% of rapes are carried out by 4% of the population. Or, once you factor gender into to, more like 28% of rapes are carried out by 2% of the population.
Begs the question of what other crimes are disproportionately likely to be perpetrated by this 2% of men.
So let's just profile for the psychopaths and sociopaths, then give them the options of being pumped full of drugs, assigned roles killing others of their kind, or just kill them?
Seems a reasoned, modest, greatest good for greatest number (final) solution, no?
Well, that depends on whether they can be contained and controlled socially. Generally speaking I'm in favour of not punishing people before they've committed a crime, but I can definitely see a case for it. My main problem would be that that kind of societal behaviour tends to lead to bad places.
