The clerks selling mortgages at WaMu had lots of incentive programs, as well. Last spring there were articles in the local paper about WaMu loan officers getting appraisers to inflate values of properties.

Hard Facts, Dangerous Half-Truths And Total Nonsense: Profiting From Evidence-Based Management has it that incentive plans work under very special circumstances-- if the job has a well-defined goal and doesn't require cooperation-- but incentive plans are mostly a very bad idea.

IIRC, the book doesn't look at how team incentive plans work out.
