I'm having a quick burst of imagination and going with New Earth being the seat of a new race of Cybermen.

The unleashed viruses mutate and run rampant across the planet. Without the cat testing facility, there's no miracle cures available. Cyber augmentation is used to combat the plagues, using.. that handy and rather familiar cryo facility. Oh look, they're back. YAY! :D

All guesswork, I'm unspoiled, but it did look -awfully- familiar in the first ep of the new series.

Good 2nd ep too I thought. Good fun.
