As I see it, the mystery voice has to be someone who would have been centrally involved in the Time War, and has access to certain resources. So, most likely, either one of the Dalek leaders (``est-ce qu'il demi-homme et demi-dalek, ou demi-dalek et demi-homme?'') or a renegade Time Lord. To my mind, this suggests two main candidates.
