I don't think our roads have places that have facilities for emptying people but not for refuelling vehicles (or people).

We have them in Germany. Just as well because the actual service stations are extremely expensive plus they also charge you for the loo (in fairness, if you buy an overpriced coffee or snack then you normally get it refunded). I got used to the UK where the services when I was a child were also super expensive, but that changed ... Sometime in the 90s I think...
