Dreamwidth text nowadays is mostly Markdown. If you start a line with a number followed by a number, the Markdown engine says, "Aha! This is supposed to be an Ordered List!" and renders it as such. But Ordered Lists start at 1.
So yes, this is a common issue: it's trying to helpful and smart, but trying a bit too hard.

Doesn't matter -- a list of length one is still considered a list. If Markdown mode is on, a number followed by a period at the beginning of a line is a numbered list, starting from 1.
(The actual rules are a bit subtle, but that's roughly how it works.)
