If there was a fear that the delivery system would be intercepted, that could be a justification for more weapons - but it'd be better to invest in superior next-generation delivery systems, which could also be used for conventional weapons systems.
Violating the NPT, along with saying you'd consider using nuclear weapons against countries without them, is just going to make Iran redouble their efforts to build nuclear weapons.
