Not sure I understand what makes the "chilling words" chilling. They seem to me chilling for an opposite reason. What they seem to be saying is that, the government having declared to the court that they will obey the Benn Act, the court has no legal reason to disbelieve them, whatever Boris may be saying elsewhere. I'm not so sure the words to the court can be believed.

I thought it would link to the comment from JLM (eight days ago) which starts with
