Of course but as human history has often proven you can't have the second if you didn't have the first one before. Label Characters generally first exist as Label Characters period because there wasn't any before in the first place (and often with very stereotypical traits, body-types,... instead of the full spectrum of humanity). Once you don't get one every blue moon there's space for them to become Characters with their own backgrounds, motives, etc. and not just diversity tokens or plot devices for "mainstream" characters.
