I feel again a strong urge to call for some sort of investigation in to why the Tram Inquiry is having such significant cost and time overruns, so that lessons can be learned in time for the Tram Extension Inquiry.

We should certainly halt work on the Tram Expansion until we have agreed and robust Terms of Reference for the Tram Extension Enquiry.
