I am not convinced that the mandating of LGBT pubs in licence requirements is going to work.
If the reason that LGBT bars are shutting down is that the people who used to go there can get what they wanted easier or cheaper elsewhere then the licencing authorities are going to struggle to reverse that trend by requiring them to stay open.
It's akin to the decline in rural pubs after changes in attitudes to drink driving and the increase in supermarket alcohol sales.
It's pushing water up hill.
(Which is a slightly different argument than this particularly famous and influential gay bar should remain one. I think.)
