They're after fear mongering no doubt, to keep the citizens under control.
I just can't see the pragmatics of surgically implanted bombs. First of all, for any signficantly sized device you are going to need *serious* surgery to implant it and, unless you cut out somebody's organs to make some space, you're still going to be very limited in what you can implant. Then what you've done is essentially created a meat box to contain the blast. Seeing as lying on a hand grenade is very effective in stopping it from killing other people, I'd imagine that the only person to be injured in any way would be the person containing the bomb.
Then you've got the problems of someone healing well enough to get onto a plane without being patently obvious as a person whose been under major surgery. All the while hoping the bomb doesn't go off and the body doesn't reject the foreign object inside, either of which could kill the host. The pragmatics just don't add up.
Perhaps they are trying to deliberately detract attention from the more obvious and easy ways of smuggling a device onto a plane? Because yes, as you say, it just doesn't add up.
