I'd go for a land tax. Taxing land won't discourage it, you can't make the land go away. It will discourage people from holding onto land unnecessarily which would result in more land being returned for people to use productively.

I've seen a lot of Lib Dems argue for a Land Value Tax as the best way forward, including lots of people I tend to agree with. I don't know enough about it to hold an opinion, though, and the website for ALTER (the group within the party to promote that) is *horribly* unusable...
