They activated a Rex-84 contingency plan during Hurricane Katrina I understand, when it seemed it might be necessary to relocate the inhabitants of the city. But in the end decided it would be safer to just leave them where they were.
I wouldn't mind betting the delays in action by the Federal government came down to them arguing over whether or not to commence rounding up the survivors and shuttling them off to the camps.
I've known about Rex 84 for a long time, and it doesn't worry me much; the camps can also be used as isolation areas in time of plague. The plans can also be useful in case of natural disaster. Plans to move and house a large number of people in a hurry are Good Things for a government to have, while being mindful of the potential for abuse.
I'd be willing to bet (admittedly, only a small amount of money) that even most of the parties perceived as "right-wing" (albeit not _far_ Right) in France are to the left of the U.S. Democratic Party. *sigh*
But then, the Prime Democratic Party aspect -- the current Presidential Administration -- is espousing at least three major things that were basic in causing (a significant portion of ) my ancestors to institute and conduct a Rebellion.
